Dog aggressive German Shepherd

Hope is almost 4 year old male neutered at 9mos, now at he's 92 lbs. He was not properly socialized with other dogs when he was young. I live in a neighborhood and have dogs on all 3 sides of my back yard. They all run the wood fence barking at each other, for the last 3 mos. I have not allowed Hope to, using a training collar. I use the training collar as a leash when a throw the ball for him when in the front yard. Last week I was hooking hose on side of house, Hope sees a Large Standard Poodle 3 doors down the street, he tears down there and starts fighting with the dog that on a leash, a teenage girl was walking him. I call Hope and immediately correct him and he comes back. Yesterday I'm throwing the ball in the front yard he see 2 dogs being walked and he bolts towards them. I Say "no' and correct him and he return to me before he leaves my yard. Today animal Control comes to my house (when I was throwing the ball in front yard, with the training collar on) and tells me that my neighbors are scared my dog will kill theirs. My dog has insane ball drive and runs/reacts way too fast for his own good. He does get along with my brother German Shorthairs and my Pastor's Boxer. The animal Control officers is doing her job coming by, and she says a trainer collar is a leash, but now I have a dog with a reputation. Not sure if its territorial or dog aggression. What to do to help Hope?

Nothing In Life Is Free

Employ the "Nothing In Life Is Free" approach, so that your dog starts to view you as the "pack leader." If your dog doesn't see you as the leader, then your corrections will be meaningless. So, if you're doing subtle things (inadvertently) to undermine your leadership role around the house-- it will be counter-productive.
