dog on dog agression

My dog a Border Collie now 2yrs. was in puppy class, obedience classes, fundamentals. I had shown him in handling, as well as obedience. at 10 m0n. he started with the dog aggression. he is super smart and would watch something being done and do it. I stopped agility fundamentals as he was just getting so hyper. he can be called away. but I cant take the chance in the ring that he'll cross the fence and go after another dog. if I walk him around he'll lounge toward other dogs, if he's down he'll jump to get at a dog. I use a prong, e-collar, choke collar, "leave-it". I am firm, have him focus on me, try and keep him attentive towards me. Yet he manages to get away. he knows to behave the minute I put the e-collar on him. he knows when I have the remote. I've even hide it in my pocket.
he had gotten better at the training center, and could work in the ring with other dogs. Then bam he snaps. I got him involved in herding and not once has he shown aggression toward the other dogs. I let him out of the car at the herding farm and 8-10 Border Collies came up to us. my dog mingled right in. No aggressive behaviors.
the first time the sheep guard came up to him he showed submission. He is easily excited, he was also very aggressive toward our horses. I have been able to fix that. he no longer tries to go after them, or herd them. there are numerous cats in the barn he does not chase after them (used a lot of leave-it). There are a few dogs that he has had prior to his issue and although hr. hadn't seen them in 6-9 months has not shown hem any aggression. one is smaller and one bigger. he can get aggressive toward the sheep, but is getting better and stops when we scold him.

Nothing In Life Is Free

Employ the "Nothing In Life Is Free" approach, so that your dog starts to view you as the "pack leader." If your dog doesn't see you as the leader, then your corrections will be meaningless. So, if you're doing subtle things (inadvertently) to undermine your leadership role around the house-- it will be counter-productive.
