Scared pound rescue dog

Recently adopted an adorable beagle mix. She was surrendered from a ranch of meth users. They were taken to jail. Five siblings and mother and dad were all taken in. They had never been in a house. Our Rosie was in the pound for three months.

She is now shy with strangers and shows her teeth at other dogs and growls. She is afraid.

Does anyone have any suggestions on how I can get her more comfortable with other dogs especially those larger than her 24 pounds?

Nothing In Life Is Free

Employ the "Nothing In Life Is Free" approach, so that your dog starts to view you as the "pack leader." If your dog doesn't see you as the leader, then your corrections will be meaningless. So, if you're doing subtle things (inadvertently) to undermine your leadership role around the house-- it will be counter-productive.
